A solid pin is an exact location the server was willing to send. A dashed circle is a neighbourhood: the event is in somebody's home and you are not on the guest list, so the spine returned the zone centroid and no point at all. Asking to come does not change that — being accepted does.
Validation is answered by the spine, not by this page — see the comment at the top of the source for why there is no fifth copy of the rule here.
Accepting somebody is what gives them the exact address, so it is the host who does it. Pending requests are visible here and nowhere else — the guest list deliberately omits them, so being turned down is not something the other guests watch happen.
Stars and who you’d see again teach the recommender. Who you name is private — it never appears on anybody’s profile.
There is no way to open a conversation with a stranger here, because ThreadContext in the spine has no variant that names one. A thread is an event you are both confirmed for, or a group you are both in.
